What is the Housing
Choice Voucher Program?

The housing choice voucher program is the federal government’s major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments. 
The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects. 
Housing choice vouchers are administered locally by public housing agencies (PHAs).  The local PHA for Tooele County is the Tooele County Housing Authority (TCHA).  TCHA receives federal funds from the U.S. Department of Housing and Urban Development (HUD) to administer the voucher program.  
A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family’s choice where the owner agrees to rent under the program. This unit may include the family’s present residence. Rental units must meet minimum standards of health and safety, as determined by TCHA. 
A housing subsidy is paid to the landlord directly by TCHA on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program.

Program participants find their own rental housing. The dwelling may be a single-family house, townhouse, condominium, apartment, duplex, triplex, or complex. The dwelling must meet program requirements for health, safety and rent. The Tooele County Housing Authority assists with rent in Tooele County.
Eligibility for a housing voucher is determined by TCHA based on the total annual gross income and family size and is limited to US citizens and specified categories of non-citizens who have eligible immigration status. In general, the family’s income may not exceed 50% of the median income for the county or metropolitan area in which the family chooses to live. By law, TCHA must provide 75 percent of its vouchers to applicants whose incomes do not exceed 30 percent of the area median income. Median income levels are published by HUD and vary by location. You can refer to the income limits posted below for Tooele County by your family size.
During the application process, TCHA will collect information on family income, assets, and family composition. TCHA will verify this information with other local agencies, your employer and bank, and will use the information to determine program eligibility and the amount of the housing assistance payment.
If TCHA determines that your family is eligible, your name will be added to the waiting list. Once your name is reached on the waiting list, TCHA will contact you and issue you a housing voucher.
TCHA will check the criminal record of all adult family members, including a check to see if any member of the household is registered as a sexual offender. Families with members who are required to register as sexual offenders are not eligible for Section 8 assistance.
Since the demand for housing assistance often exceeds the limited resources available to HUD and the local housing agencies, long waiting periods are common. In fact, Public Housing Authorities may close waiting lists when there are more families on the list than can be assisted in the near future. 
**PLEASE NOTE!   AS OF OCTOBER 2024, THE TCHA WAITING LIST IS CLOSED UNTIL FURTHER NOTICE!  The current anticipated wait time is 3-4 years from time of application.  If you are not currently on the TCHA waitlist, please continue to check back for notifications when the waitlist is reopened. 
TCHA has established local preferences for selecting applicants from our waiting list, to reflect the housing needs and priorities of Tooele County. Families will be selected for participation for the Housing Choice Voucher Program in accordance with the following PREFERENCES:  
  • Victims of domestic violence (must verify with letter or court documents). 
  • Displaced person(s): Individuals/families displaced by government action or whose dwelling has been extensively damaged or destroyed as a result of a disaster declared or otherwise formally recognized pursuant to Federal disaster relief laws. 
  • Tenants in the Tooele County Housing Authority’s Public Housing Program who are required to move and who cannot be placed in another Public Housing unit. 
  • Applicants with an adult family member enrolled in AN employment training program or currently working twenty (20) hours a week or attending school on a full-time basis. This preference is also extended equally to all elderly families and all families whose head or spouse is receiving income based on their inability to work. 
  • Homeless based on HUD definition. 
The date and time of application will be utilized to determine the sequence within the above prescribed preferences. All preferences are equal. A family qualifying for one preference is given the same preference for participation as families qualifying for two or three preferences. 
All other applicants are prioritized by date and time of application. 
The Tooele County Housing Authority retains the right to skip higher income families on the waiting list to reach extremely low-income families if it is necessary to meet the statutory requirement that 75% of newly admitted families in any fiscal year be families who are extremely low-income. This measure will only be taken if it appears the goal will not otherwise be met. 
At the time the family’s name comes up on the waiting list, eligibility for any preference will be verified. Should the family be unable to verify eligibility for a preference at that time, they will be placed back on the waiting list, according to the date and time of original application without the benefit of a preference. 
TCHA calculates the maximum amount of housing assistance allowable. The maximum housing assistance is generally the lesser of 1) the payment standard minus 30% of the family’s monthly adjusted income or 2) the gross rent for the unit minus 30% of monthly adjusted income.

Maximum Rent for your home minus utility allowance:
The maximum rent of a voucher holder’s home must be within program guidelines. The chart above and the brief summary below may help explain the approximate maximum rent for a voucher holder’s home. When a voucher becomes available to an applicant, the applicant attends a briefing to learn the details of the program. During this briefing, we explain how to calculate the maximum rent. Use the information on this page as a general guide only. 
The tenant’s portion of the rent and utility allowance, after applying the Section 8 rental subsidy, cannot exceed 40% of his or her adjusted monthly income. 
  • We consider income from everyone in the household. Income includes all wages and salaries, unemployment benefits, child support, Social Security payments, interest, royalties, financial assistance, etc. Factors including family size, age, disability, medical expenses, and childcare expenses may affect an applicant’s adjusted monthly income. 
  • We calculate Section 8 rental subsidies based on voucher payment standards, family size, income, total rent and the utility allowance. Utility allowances are based on an average area. Utility allowances are adjusted for home size and type, gas or electric appliances, and other factors. 
  • If the rent for your home is within the guidelines on the chart above, typically the rent is within program guidelines. Under certain circumstances as explained above, the sum of the rent and utility allowance may exceed the amounts in the chart. 
To qualify for Section 8 Voucher rental assistance, a family’s income must be equal to or less than the Annual Income Guidelines established by the Department of Housing and Urban Development. (Refer to table below.)

Participant Information 
Steps to lease-up through the Tooele County Housing Authority (TCHA) 
  1. Submit an application to put your name on our Waiting List. (The Section 8 waitlist for the Tooele County Housing Authority is closed.  Applications are not being accepted at this time. The information provided on this page is for reference only for current Housing Choice Voucher holders. ) 
  2. Update application with any changes to household size or income.
  3. Wait until your name moves to the top of the Waiting List. Attend a pre-screening appointment, then if determined eligible, provide all necessary documents to TCHA. At this time you may be scheduled to attend a Briefing.
  4. Come to the Briefing at 66 W. Vine Street, Tooele, where the Housing Choice Voucher Program will be explained to you and you will receive all the documents necessary to find a unit. You must be on time for the briefing and no children please.
  5. Find a unit that you think will pass an inspection, is within Tooele County rental limits and the landlord is willing to work with Tooele County Housing Authority.
  6. Have the prospective landlord fill out the Request for Tenancy Approval(RFTA) completely and sign it on the back.
Request for Tenancy Approval 
  1. Bring the Request for Tenancy Approval, a copy of the provided lease on which is written: “The HUD Tenancy Addendum is hereby made a part of this lease,” and the W9 and Cover Letter to 66 W. Vine Street, Tooele. After we process this paperwork, if the unit is approved, we will call the phone number on the RFTA or send a letter to your present address to schedule an inspection.

TENANCY ADDENDUM 
  1. Have an adult at the unit when the inspector comes to inspect. The unit must be vacant or you must occupy the unit and all utilities must be turned on for the unit to be inspected.
  2. If your unit does not pass the inspection, make the necessary repairs first, then call TCHA (435) 882-7875, to schedule a re-inspection appointment.
  3. After your unit passes an inspection, TCHA will call you to make an appointment to sign the final paperwork. (This is when your portion of the rent and TCHA’s portion of the rent will be calculated.)
  4. You are then done until re-certification or until any changes occur in your household or income. We will send a letter two to three months prior to your deadline for re certification. Follow the instructions to complete your recertification by your deadline.
Drug or Criminal Activity 
The Housing Authority has zero tolerance for drug and/or violent criminal activity. We do not provide assistance to persons with a history of drug and/or violent criminal activity. Also, any such activity occurring on a property where we provide rental assistance results in termination of assistance. 
Housing vouchers – how do they function? 
The housing choice voucher program places the choice of housing in the hands of the individual family. A very low-income family is selected by TCHA to participate and is encouraged to consider several housing choices to secure the best housing for the family needs. A housing voucher holder is advised of the unit size for which it is eligible based on family size and composition. 
The housing unit selected by the family must meet an acceptable level of health and safety before TCHA can approve the unit. When the voucher holder finds a unit that it wishes to occupy and reaches an agreement with the landlord over the lease terms, TCHA must inspect the dwelling and determine that the rent requested is reasonable. 
A payment standard has been determined that is the amount generally needed to rent a moderately-priced dwelling unit in the local housing market and that is used to calculate the amount of housing assistance a family will receive. However, the payment standard does not limit and does not affect the amount of rent a landlord may charge or the family may pay. A family which receives a housing voucher can select a unit with a rent that is below or above the payment standard. The housing voucher family must pay 30% of its monthly adjusted gross income for rent and utilities, and if the unit rent is greater than the payment standard the family is required to pay the additional amount. By law, whenever a family moves to a new unit where the rent exceeds the payment standard, the family may not pay more than 40 percent of its adjusted monthly income for rent. 
Can I move and continue to receive housing choice voucher assistance? 
A family’s housing needs change over time with changes in family size, job locations, and for other reasons. The housing choice voucher program is designed to allow families to move without the loss of housing assistance. Moves are permissible as long as the family notifies TCHA ahead of time, terminates its existing lease within the lease provisions, and finds acceptable alternate housing. 
Under the voucher program, voucher-holders may choose a unit anywhere in the United States if the family lived for the first twelve months of assistance in the jurisdiction of the Public Housing Authority that originally issued the voucher.  A family that has a voucher currently administered by TCHA that wishes to move to another Public Housing Authority’s jurisdiction must consult with TCHA to verify the procedures for moving.
